Never heard of it either. But HERE was a full description of how they hold one in Dayton! Keep scrolling down their page and it walks you through everything. Got lucky on the first click on google search.

I guess I just don't understand the whole paddle bidding part. I wish there was one near me that i could go to. I'll have to check around.

Paddle bidding would just mean that they log your number in on the paddle instead of holding your hand up and trying to remember your name. When you picked up your paddle number you registered with that number. 
Does that make sense you to? Ask away more if not. I have never been to an auction, but know many that hold them for fundraisers.
